2.96默认主线自动禁用的问题

版本为2.96，发现重启后默认电信为主线的（0.0.0.0/0  gw 11.11.11.11电信网关）这线规则自动禁用，一定要手机启用才行？？这是为什么？？

脚本如下：/system script
add name="ctcup" source="/ip route set \[/ip route find comment=ctc\] \
  gateway=电信网关;
\n/ip route set \[/ip route find comment=ctc\] \

netwatch监视如下：/ tool netwatch
add host=网通 timeout=200ms interval=1m up-script=cncup \
down-script=cncdown comment="" disabled=no
add host=电信 timeout=200ms interval=1m up-script=ctcup \
down-script=ctcdown comment="" disabled=no
